SPOKANE, Wash. (AP) -- The NCAA on Wednesday penalized Eastern Washington University's football program for violations under former coach Paul Wulff, who now coaches at Washington State.
Violations included allowing ineligible athletes to participate, having too many assistant coaches and failing to properly monitor the team.
The Eastern program has been placed on three years probation and is banned from postseason play next season. It also has had two scholarships cut and had limits placed on recruiting and coaching. In addition, Wulff cannot have any contact with the Washington State football team during the first three days of practice this season.
Eastern Washington is a Football Championship Subdivision team in the Big Sky Conference. The university reported the violations to the NCAA in February 2007.
"We accept the NCAA's findings and want to show, through our actions, that we embrace a culture of compliance," acting president John Mason said, adding the school has implemented new monitoring systems since the violations occurred.
"We are, however, disappointed with the decision to levy a postseason ban and will be assessing our appeal options," he said.
Paul Dee, chairman of the NCAA committee on infractions, said it was a fact of life that current players suffer when a program is punished for past violations.
"The people who live with the penalties on institutions are those who are present when the penalties are applied," Dee said.
Wulff was head coach at Eastern from the 2000 through the 2007 seasons, making the playoffs in 2004, 2005 and 2007. He just completed his first season at WSU.
"I understand the severity of the situation and at no time did I ever intentionally violate NCAA rules," Wulff said in a statement released by WSU. "As head coach I take responsibility for the mistakes that occurred and accept the NCAA's penalties."

It seems a bit unfair. He's not allowed on the practice field for three days and has to attend a three seminars while the university gets slapped with this:
--Public reprimand and censure.
--Three years of probation, from Feb. 11, 2009 to Feb. 10, 2012.
--Cutting the number of football scholarships from 63 to 61 for the 2008-09 through 2010-11 academic years.
--Reducing the number of full-time coaches from 11 to 10 for the 2008-09 through 2010-11 academic years.
--Limiting the incoming freshmen who are academic non-qualifiers to no more than three per year for all three years of probation. The university previously averaged seven incoming freshmen non-qualifiers per year over a four-year period.
--Not allowing Eastern to recruit non-qualifiers from junior colleges for three years.
--Prohibiting incoming athletes who have not been certified by the NCAA Eligibility Center from attending preseason football camp for two academic years, in 2009-10 and 2010-11.
--Barring the team from playoffs this coming season.
The FCS Championship Game is tonight at 8 PM on ESPN2. The game pitts Richmond against Montana. I expect this to be a good game. Richmond has the speed and Montana has the strength and power. I have got Montana winning this game in a close one.

Bobby Reid's "a man," but he's becoming "The Man" in SWAC
Most of you saw Mike Gundy's explosion last season, when he gave a columnist for the Daily Oklahoman a tongue lashing. Gundy yelled at the columnist, Jenni Carlson, "Come after me. I'm a man. I'm 40. I'm not a kid. Write something about me. Or our coaches. Don't write about a kid that does everything right -- that's heart's broken. And then say that the coaches said he was scared. That ain't true."
The line "Come after me. I'm a man. I'm 40. I'm not a kid," is so popular now, it's a punchline to your jokes. But do you remember the "kid" in this story? Most don't.
Well, first off he is a man at age 22 -- only he's a man 19 years younger than Mike Gundy, who's now 41. But he's not only a man, he's becoming "The Man" in the Southwestern Athletic Conference. Bobby Reid graduated from Oklahoma State last winter with a degree in education. The quarterback thought about declaring for the NFL draft, but with one year of eligibility left, he decided to transfer to Texas Southern.
While Texas Southern is 3-4, having lost its last two games, Reid has passed for 1,639 yards and 11 touchdowns. He has five interceptions. Nice numbers, for sure. But what propels him higher in stature among quarterbacks is the eight touchdowns he has rushed for this season. That's the most rushing TDs in the SWAC. Reid has been named the SWAC's offensive player of the week twice this season.
As a recruit, he was compared to Vince Young. Even now, he garners the accolades. The Advocate, a Louisiana newspaper, wrote, "Reid’s arrival at TSU may offer the closest the Southwestern Athletic Conference has seen to the days of Alcorn State’s Steve 'Air' McNair."
Of the Gundy tirade, Reid earlier told ESPN.com, “I felt like it was all a front. That it was all a big show. It didn’t feel genuine.â€Â
While Gundy and the Oklahoma State Cowboys are highly ranked after upsetting Missouri last weekend, Reid will be back on the field this Saturday night against Jackson State. Of his time at Texas Southern, Reid told The Advocate last week, “It’s a great experience, I’m actually having a good time doing it. I haven’t been as happy as this since high school.â€Â
While Oklahoma State looks to improve its perfect record to seven wins this weekend, Texas Southern will seeking its fourth win of the season. The fourth win would equal the number of wins Texas Southern had over the previous four seasons combined.
Oddly enough, the home game for Texas Southern on Saturday is being marketed as "Take a Kid to the Game Day." Reid is no longer "a kid," but with the stats he's posting he's now "The Man" in the SWAC.
